The scene takes place in New York's harbor/harbour.
It may take place in the late 19th century during the industrial revolution.
The mouse ( /!\ two mice) in the middle of the poster must be the hero. He is walking down the gangway.
We can suppose he has been travelling on a ship and he has just arrived.
